Only Piece Meal Concerns Entered as Plans for Addressing/ Ending Homelessness in the 2019 Cambridge Budget!

I’m Hasson Rashid, I reside at 820 Massachusetts Avenue, My Public Comment relates to CMA# 2,6; Unfinished Business #1-4; and CR# 1,3., and any other agenda item that relates directly and indirectly to homelessness. What causes the city of Cambridge, a fine place to live in, that is financially stable, and with a Triple A Bond Rating to miss the mark, year after year when it comes to the homeless sector. All we have been hearing during this budget ( http://www.cambridgema.gov/news/2018/04/citymanagerdepasqualesubmitsfy19... ) formulation process is about appropriations and authorization to borrow more money. What about the monies needed for addressing long range homelessness, a serious problem of local poverty. Unfortunately, again this 2019 budget doesn’t include anything in it concerning long range Capital Planning for the Homeless. The Homeless Charrette Recommendation were trashed and thrown out the window once again. Permanent supportive housing for the homeless should be addressed equally along with the other capital planning’s budget’s priorities.

One can find only piece meal or token concerns as plans for addressing and ending homelessness in the 2019 budget. The need is for permanent housing solutions for the homeless to be financed over the long run. Nothing concrete is done or include to address environmental discrimination, social exclusion and inclusion and poverty as it all relates to homelessness. Homelessness has officially increased 6% from last year. That should tell you all something about the last two city budget periods.

Doesn’t some of those talked about new positions in the budget, require competitive candidate searches, such as those that were conducted by the city, for city manager and police chief? No finer details are given in the budget about this. Cambridge is failing in providing the long range permanent supportive housing that it’ homeless mosaic needs. Its amounting to environmental injustice. The budget is contributing to discrimination of the homeless, as it pertains to their social condition, or depravity of the homeless social environment.

Every individual in the City of Cambridge should be equal before and under municipal law, and have the rights to equal protection and equal benefits of the law, without discrimination. Unfortunately the 2019 budget doesn’t address adequately the needs for all of Cambridge’s current and future homeless citizens.
