Municipal public and wasteful government spending, a prescription for disaster and incompetent when it comes to managing taxpayer monies!

Peace Be Unto You,
Hello everybody, I'm Hasson Rashid, I reside at 820 Massachusetts Avenue here in Cambridge. My public comment is on City Manager's (CM) Agenda's Items 4-6, Unfinished Business Items 5-11.On April 26th, 2016, at the Cambridge, MA City Council meeting, my public comment was on Fiscal Year 2017 City Budget proposal was revealed, along with a noticeable amount of public funding appropriations, and borrowings. I commented from a homelessness and low income renters housing advocate's perspective, about how our local homeless sector and mosaic, are being locked out and excluded, from a place among budget priorities, once again. Most of the items that I commented upon are now being classified as Unfinished Business on today’s agenda. In this section, once again I’m uncertain if the CM’s decision to propose public funding appropriations and borrowings, are the best decisions for the public sector, and are solely taken in the public interest. These items are related to things, and not directly people related, such as homelessness prevention and poverty housing creation, thus producing the questions of waste and inefficiency. One wonders if the following agenda items should be enacted at all:

4. Appropriation $8,790,CMA 2016 #115;
5. Transfer of $50,000 CMA 2016 #116;
6.Appropriation of $35,000 CMA 2016 #117.

UNFINISHED BUSINESS
5. Appropriation and authorization to borrow $10,000,000 2016. CMA 2016 #93;
6. Appropriation and authorization to borrow $5,000,000; CMA 2016 #88;
7. Appropriation and authorization to borrow $4,000,000 CMA 2016 #92;
8. Appropriation and authorization to borrow $150,000 CMA 2016 #91;
9.Appropriation and authorization to borrow $149,600,000 CMA 2016 #90;
10. Appropriation and authorization to borrow $17,350,000 CMA 2016 #87;
11. Appropriation and authorization to borrow $2,000,000 CMA 2016 #89

Once again these items total some where’s in the neighborhood of upwards of $280 Million Dollars, that’s when the appropriations, and amounts to be borrowed are added together, etc. I think an adequate period of public comment on these items, and what impact they will have on the budget, is being unfairly circumvented. The public needs adequate updates on the anticipated flow of public funding spending, appropriations and borrowings. Any political powers not derived from the consent of the governed are, by the laws of nature, illegitimate and hence unjust. I find it regrettable that homeless prevention and poverty housing creation isn’t given such urgency and priorities, as these CM’s Agenda items.

Moreover, unnecessary, appropriations, borrowings, spending, and regulating distorts economic activity in numerous ways, and leads to less growth and prosperity. If not this is part and parcel of wasteful local government spending, and borders on incompetent when it comes to managing taxpayer monies. When higher-valued resources are used for lower-valued activities, that is waste, and characterizes the misallocation of resources. People related things such as homeless prevention, and the creation of poverty housing first, before things. Finally, when our local public municipal policy makers and departmental administrators continue to look the other way, when it comes to homelessness and poverty issues, it is a prescription for social disaster.Thank You.
